Paper1:李鑫强 碳排放权交易制度、产业绿色转型及其外部性
摘要:绿色发展是高质量发展的底色,产业结构绿色转型有利于推动新质生产力的形成与发展。已有研究表明,中国碳排放权交易(下文简称“碳交易”)制度能够促进本地产业绿色转型。本文研究发现,碳交易试点制度对周边非碳交易试点地区(下文简称“周边地区”)的产业结构低碳化具有负外部性效应。具体而言,本文根据中国税收调查数据库构建区县产业结构低碳化指标,基于双重差分等方法进行经验研究。研究结果表明,碳交易试点制度阻碍了试点地区相邻省份辖区内区县的产业结构低碳化,尤其是与试点地区直接毗邻或者外围50公里以内的区县;此外,这种负向作用会受到周边地区规制力度和试点地区碳价水平的影响。值得注意的是,本文立足于新质生产力的发展逻辑,分析碳交易制度外部性的机制渠道,验证了产业布局、要素配置以及技术创新三种不同的机制因素。为阐明技术创新对于碳交易制度负外部性的缓解效应,本文进一步测算了各行业低碳效率指标,并采用三重差分方法发现高技术行业低碳效率会因碳交易制度而提升。聚焦于碳交易制度的产业绿色转型外部性,本文结论不仅对于当前碳交易市场范围从试点扩大到全国的制度改革提供理论依据与经验支持,而且为构建全国生态环境要素统一大市场的新型生产关系、加快形成新质生产力贡献生动案例与学理参考。
Paper2:陈鹏万里 Illuminating Insights: The Impact of Chinese Infrastructure Projects on Economic Activities in Sub‐Saharan Africa
摘要:This study investigates the impact of Chinese‐funded infrastructure projects on economic activities in sub‐Saharan Africa (SSA), focusing on both direct effects and spatial spillovers. Utilizing satellite‐based nighttime light intensity as a proxy for economic activity, the research analyzes data from 4385 second‐order administrative regions across 48 countries between 2012 and 2021. These geo‐coded projects, financed by the China Development Bank and the Export‐Import Bank of China, span sectors such as power, transportation, telecommunications, and water management. E-mploying various spatial econometric models, this study reveals that these infrastructure projects financed and co‐financed by the Chinese developm-ent financial institutions significantly boost local economic activities and generate positive spillovers in neighboring areas. By highlighting the spatial dynamics, this study provides an in‐depth but nuanced understanding of the localized economic benefits of these infrastructure projects at the second‐order administrative level, emphasizing the importance of regional coordination and integration to maximize these benefits. The findings support the global effort to enhance infrastructure development through diverse financing approaches, offering empirical evidence for the role of infrastructure development in reshaping the spatial distribution of economic activities. This study enriches existing literature on the effectiveness of development finance by focusing on microregional impacts and demonstrating the transformative potential of infrastructure projects in fostering regional economic development in SSA.
