【Yangtze Forum】Peking University Researcher Jian Weiyan Delivers Lecture at Yangtze Forum

On November 21, 2025, Dr. Jian Weiyan, Researcher and Assistant Dean of Peking University School of Public Health, was invited to deliver the 228th lecture of the Yangtze Forum at the School of Political Science and Public Administration, Wuhan University. The lecture, titled “International Experience and Domestic Practice in Smart Supervision of Medical Insurance,” was jointly organized by Wuhan University, the Institute of Humanities and Social Sciences, the School of Political Science and Public Administration, and the Center for Health Governance at Wuhan University.

Dr. Jian approached the topic from the broader context of high-quality development of China’s health system, analyzing the core logic of medical insurance payment reform and clarifying key policy implications. He reviewed international experiences in DRG (Diagnosis Related Groups) coding oversight, summarizing the traditional model of “pre-event education and standardization + post-event auditing and punishment,” before introducing the technological evolution of smart supervision. Regarding China’s exploration of DRG-based smart regulation, Dr. Jian provided a detailed interpretation of the National Healthcare Security Administration’s policy framework for building “knowledge bases and rule bases,” explaining the basic principles and core elements of smart auditing in China.

Drawing from both international perspectives and local practices, Dr. Jian presented a systematic overview of the development trajectory, core technologies, and governance approaches of smart medical insurance supervision. His lecture offered deep policy insights and vivid demonstrations of applied technologies, broadening participants’ academic horizons in health policy research and providing theoretically grounded and practically relevant references for improving medical insurance governance.

About the Speaker

Dr. Jian Weiyan is a Researcher, Doctoral Supervisor, and Assistant Dean of Peking University School of Public Health. He is a recipient of the National High-level Talent Program and a Boya Young Scholar of Peking University. He serves on multiple national expert committees, including those related to medical insurance coding standardization and DRG payment reform. Dr. Jian has led over 90 research projects, including major national social science and natural science projects, and has published more than 200 academic papers.
